WTF!...Cop Gives Away FREE DRUGS!!!

As a part of a police training program in the State of Minnesota, people are being experimented on and observed while being given drugs by police

From all appearances, people are being told they can have free drugs in downtown Minneapolis by police from other areas without juristiction in the city.

They are then taken to a facility where they can get high while under police observation.
